The thing with public proposals is that, if the couple has not really been talking about getting married in the first place, it might come as a surprise to the lady. In fact, she might not even be prepared to get married, but feeling the pressure to accept, she might not want to turn down the proposal. Such pressure might lead to a mistake later on.
3. Rejection:
As much as everyone looks forward to the glamour of public proposals, a rejection could also be very embarrassing for the guy. This is why communication in a relationship is very important. Knowing the type of partner you have will help you avoid some regrettable mistakes later on.
4. Official reasons:
Some schools, locations, and even professionals have a lot of ethics regarding such publicity. What is supposed to be a thing of joy might then attract punishments due to the strictness of the couple's occupation. This is why a private proposal, done in an unofficial capacity, is better.
