Proton Mail: Based in Switzerland, it is one of the most popular options. It usually only requires a CAPTCHA for verification, though it may occasionally ask for an email or SMS if it detects high-risk traffic (like using a known "spammy" VPN).
Tuta (formerly Tutanota): A German-based service that allows sign-ups without a phone number. Note that new free accounts may have a 48-hour "waiting period" before they can send or receive emails to prevent abuse.
