Embakasi East MP Babu Owino has called on the Ministry of Foreign Affairs, led by the Prime Cabinet Secretary, to account for the circumstances surrounding the death of Kenyan citizen John Ogutu, who was reportedly shot in Tanzania after working as a teacher abroad.
Owino urged the ministry to launch a full investigation into how Ogutu, a Kenyan national serving in a neighbouring country, came to be shot, and to ensure transparency over any diplomatic or consular actions taken before and after the incident.
He also demanded that the government facilitate the prompt repatriation of Ogutu’s remains so that his family in Kenya may conduct appropriate funeral arrangements and receive the closure they deserve.
In addition, Owino called for the ministry to present a formal statement in Parliament detailing what measures are in place to protect Kenyan citizens working abroad, especially in the East African region, and what steps are being taken to review existing frameworks.
Highlighting the vulnerability of Kenyans deployed overseas, he stressed that such tragedies undermine trust in the government’s ability to safeguard its diaspora and those in employment beyond Kenya’s borders.
Owino further suggested that the ministry should engage with regional counterparts in Tanzania to examine any cross-border security lapses or procedural failures that contributed to the fatal shooting.
He warned that failure to act swiftly and transparently could lead to heightened concern among Kenyan families sending loved ones abroad and could damage Kenya’s diplomatic standing in East Africa.
Finally, he pledged to follow up on the matter through parliamentary oversight mechanisms until the issues of repatriation, investigation and citizen protection abroad are fully addressed by the relevant ministry.
